This is normal operation and is related to how the cocking piece and sear interact once the firing pin has been released.
When the firing pin has been released, the trigger sear is no longer holding the cocking piece. In this state, the safety mechanism will not engage because the sear have not yet been reset by cycling the bolt.
To properly reset the trigger and allow the safety to engage again, the bolt must be lifted and drawn rearward far enough for the cocking piece to clear the sear. Then the safety will function normally.
Depending on the action tolerances, some rifles may require the bolt to be moved slightly farther rearward than others before the trigger fully resets due to the timing of the action.
